COPA Releases Chicago PD Video and Materials From 2021 Officer-Involved Shooting

COPA released video and related materials from the August 7, 2021 officer-involved shooting near 6300 South Bell Avenue. The incident involved a civilian being shot by a Chicago Police Department member and resulted in the death of Officer Ella French and serious injury to Officer Carlos Yanez Jr. Court orders restricting release in People v. Eric Morgan and in People v. Emonte Morgan are no longer in effect, allowing the materials to be released in response to a FOIA request, in keeping with transparency commitments.

COPA Releases Materials From Chicago PD Officer-Involved Shooting Near 7900 S. Ingleside

COPA released materials related to an officer-involved shooting near 7900 S. Ingleside after a March 2026 court order restricting release was vacated. The incident began with two on-duty CPD officers responding to a domestic disturbance call; a suspect discharged a weapon inside a residence, striking a victim. The officers observed the suspect walking on Ingleside, followed, and engaged in gunfire before the suspect was apprehended; the suspect was taken to the hospital in critical condition. A gun was recovered on scene. COPA is the designated agency authorized to release video and other materials per the Consent Decree and City Video Release Policy.

Preliminary information indicates two on-duty CPD officers were investigating a stolen-vehicle call when one individual fled and another attempted to re-enter a dark-colored sedan; a struggle occurred, and an officer fired once as the individual drove away, striking him. The individual was transported to a hospital and pronounced deceased, while the officer was treated at a hospital in good condition. Two weapons were recovered at the scene.
