Body‑worn camera footage in Arizona is presumptively a public record. Recent state statutes require agencies to adopt BWC rules for activation, tampering penalties, and (for at least state department recordings) a specific release/redaction framework: an agency may release video when everyone shown consents or when the agency (as custodian) finds an important public purpose (e.g., arrest likely to result in incarceration, officer use of force, or alleged misconduct). Agencies must review video for redactions, may charge a fee that reflects review/redaction costs, and may require a written request with the incident’s date/time/location and subject names. If a request is denied or delayed, a requester can file a special action in superior court. Expect variation in local agency practices (fees, default blurring, turnaround time).
