Missouri generally presumes public access to public records, including police body-worn camera footage, but BWC footage is treated as mobile video under Mo. Rev. Stat. 610.100. It is closed during an active investigation and becomes open after the investigation becomes inactive, subject to redactions to protect safety and privacy. Public records requests must be answered within three business days; if access is delayed, the custodian must explain the delay and provide an earliest completion date. If access is denied, you may pursue enforcement via an AG complaint or circuit-court action. Local agencies may publish their own BWC policies, but they must comply with the statewide Sunshine Law and 610.100 exemptions.
Release deadline
Public records requests must be responded to as soon as possible and no later than three business days after receipt by the custodian of records (610.023.3). For mobile video recordings (body-worn camera footage), release is governed by 610.100’s active/inactive framework, so the record remains closed until the investigation becomes inactive, at which point it may be opened (subject to exemptions).
